To obtain any of the above personnel certifications, the technician will be required to pass a written and/or a practical test demonstrating a knowledge and understanding of how to perform the specific tests. All tests shall be administered and evaluated only by evaluators certified and approved by the Certification Advisory Committee or their designated representative.
In order to be eligible for the certification exam, each technician must complete an Application for Certification which will indicate that at least one of the following two (2) pre-requisites has been met:
1) Successful completion of a training course approved by the Certification Advisory Committee.
OR
2) A resume showing a work history directly related to the desired certification.
AND
A letter, signed by a mentor, stating that the applicant is qualified and capable of obtaining certification. The mentor must be a current ODOT certified technician in the desired certification.
All Applications for Certification will be reviewed by the Certification Advisory Committee Chair or his/her designee. The applicant will be notified in writing of their eligibility and who to contact to arrange an examination. Approved applicants will be sent all course materials relevant to the application.
All certifications shall be contingent upon the technicians signing a rights and responsibilities agreement. This agreement will inform the technicians of the rights and responsibilities along with the consequences of the abuse of these responsibilities. The technician will submit a signed agreement with their Application for Certification. All certifications will be valid for three years from the original certification.
Upon the successful completion of the examination(s), the participant will be registered in the official registry of certified technicians for the appropriate certification. The official registry is maintained by the ODOT Operations Support Section. It is anticipated that many workers will hold multiple certifications. Each certified technician will be given a laminated wallet-size ID card which covers all areas of certification and a diploma(s) indicating certification(s).
Certification of an individual by the ODOT Technician Certification Program indicates only that the individual has demonstrated a certain level of competence on a written and/or practical examination in a selected field of activity. ODOT may require this certification of individuals performing activities specified in work contracts or other activities. ODOT and the Certification Advisory Committee make no claims regarding the abilities or competence of certified individuals. Each individual or organization utilizing certified individuals must make its own independent judgment of the competence of certified individuals. ODOT specifically disclaim any responsibility for the actions, or the failure to act, of individuals who have been certified through the ODOT Technician Certification Program.
This document affirms that __________________________________, hereinafter the Technician, desires to be certified by the Oregon Department of Transportation as a ______________________________________.
This certification carries inherent rights and responsibilities. These rights include being exclusively sanctioned along with others so certified by ODOT to perform sampling, testing, and reporting of test results for quality control and quality assurance programs. These responsibilities include performing and reporting tests with the accuracy and precision expected of the Technician in accordance with the required test procedures.
Abuse of these rights and responsibilities shall be penalized upon recommendation by the Certification Advisory Committee Chair. Penalties, as prescribed herein, may be assessed for abuse of the rights and prerogatives conferred upon the Technician by this certification. Abuse is defined as intentional deviations from approved procedures. A finding of abuse shall result in a one year suspension of certification. Any subsequent instance of abuse shall result in permanent revocation of certification. Permanent revocation of certification shall result in that person being ineligible for any ODOT certification at any level.
