ROAD USAGE CHARGE PILOT PROGRAM VOLUNTEER PARTICIPANT AGREEMENT

The Oregon Department of Transportation (ODOT) will operate the Road Usage Charge Pilot Program (RUCPP) beginning in the fall of 2012. The purpose of the RUCPP is to demonstrate the viability of a proposed road usage charge system to replace the fuel tax and the ability of the marketplace to provide the technologies and implement the system effectively and efficiently. ODOT will operate the RUCPP in accordance with OAR 731-080-0010, and policies adopted by the Road User Fee Task Force (RUFTF) under the authority of ORS 184.843 and 184.846.

Part 3: Pilot Program Agreement

Volunteer participants in the Road Usage Charge Pilot Project will pay a road usage charge instead of fuel tax.

Participant Agreement:

To participate in the pilot, I understand and agree to do the following:

  1. Participate in the pilot for a period of up to three (3) months, beginning in the fall of 2012, by paying a road usage charge of 1.56 cents per eligible mile during the term of the pilot. In return, if I own a gasoline powered vehicle, I will receive a credit or refund of estimated fuel taxes paid during the term of the pilot. If I own a diesel powered vehicle, I will receive an emblem for my designated vehicle that will result in no state fuel tax payment at the pump. I agree to return the emblem upon withdrawal of the diesel vehicle from the pilot.
  2. Enroll in the pilot by setting up an account and then installing a mileage reporting device in my designated vehicle(s).
  3. Return the mileage reporting device upon withdrawal of my vehicle from the pilot, including recording the vehicle's odometer reading when the device is removed.
  4. Choose one of the following services and enroll via the designated approach. (Click Plan to see attached Service Plan Summary sheet for details.)
    • ODOT PLAN with check payment method only (enroll through ODOT)
    • BASIC PLAN with credit/debit payment method only (enroll online)
    • ADVANCED Plan with credit/debit payment method only (enroll online)
    • SMARTPHONE PLAN with credit/debit payment method only (enroll online)
    • PREPAID FLAT RATE PLAN with check payment method only (enroll through ODOT)

    If I choose the ODOT PLAN or the BASIC PLAN, all miles reported will be charged the road usage charge. If I choose the SMARTPHONE PLAN, only miles driven in Oregon will be charged the road usage charge if the smartphone application is activated while driving outside Oregon. If I choose the ADVANCED PLAN, only miles driven on Oregon public roads will be charged the road usage charge. If I choose the PREPAID FLAT RATE PLAN, I will be charged based on calculation ($45.00 x number of months in the pilot) in lieu of reporting and paying on actual miles driven.

  5. Receive a monthly statement for the amount of the road usage charge (based on miles reported), less any credits for the estimated amount of fuel taxes paid, and pay amount due within 30 days of the statement date. Any net fuel tax credit will accrue during the term of the pilot and will be refunded within 6 weeks following completion of the pilot.
  6. Report all difficulties or malfunctions in the mileage reporting device or statement errors to the RUCPP Help Desk in a timely manner, and allow ODOT the opportunity to correct them.
  7. Notify RUCPP Help Desk upon selling any vehicle enrolled in the pilot or if I lose the mileage reporting device (such as by theft or accident), so ODOT may arrange for a replacement mileage reading device.
  8. Not tamper with the mileage reporting device.
  9. Participate in three separate surveys - one before, one during, and one after the pilot. I will provide my e-mail address to ODOT so that I can be notified when each survey is ready.

ODOT Agreement:

ODOT will provide material to assist the participant with enrollment, account setup, device installation and account closeout, and will assist the participant with any or all of these activities as needed.

ODOT will provide 24/7 AAA roadside service for all travel by the participant in Oregon for the duration of the pilot program.

ODOT may cancel the pilot program or the participant's involvement in the pilot program at any time. Should the participant wish to leave the pilot program prior to the conclusion of the three-month term of the pilot program, the participant may do so by providing notice to RUCPP@odot.state.or.us.

ODOT will operate an RUCPP Help Desk for any questions, concerns, or issues regarding the pilot program, including the statement and mileage recording device.

Please note that you will be charged only for miles driven on public roads in Oregon if you choose an advanced mileage reporting device, and that you will be charged for all miles traveled (public and private roads) if you choose a basic mileage reporting device.
